I don't know if its possible to clarify this; but I remember the Sporting regulations said that if a competitor failed to undertake the green flag lap at the start he would be a lap down, ie; starting from the pit lane put you a lap down. That seemed a very good rule as it prevented teams from coming out of parc ferme, changing  everything on the car and still being able to race without significant penalty. Anybody knows when the FIA changed this rule?

nor me i remember many people starting from the pit lane and doing well

I think it was standard practise in the 80s and 90s. Martin Bundle mentioned it on the Beeb.

News to me. Prost's drive at Kyalami in 84 springs to mind, from pitlane to 2nd. He had to drive through the field, but he certainly wasn't a lap down.

Certainly not true. If you started the race a lap down it would be pointless to even start the race (literally) so this is not true.

I only know this sort of rule was used recently in the Le Mans Series for a year or two in '09-'10 or something, but as far as I'm aware it's been quietly dropped. Never heard about it ever being in the F1 regs.

It would make a strange combination with the current SC rule that lapped cars are allowed to unlap themselves in case of a SC. Almost an invitation to Singapore 08-ish tricks.....

Not necessarily as the rule would have held sway where there were high attrition races. The query I have is with the present parc ferme rules, if someone has a poor qualifying, they can effectively spec up their car by opting out of parc ferme. Starting from the pit lane won't be a penalty as they will dispense with the also rans and still have a chance to make the podium. Enforcing a lap penalty with a pit lane start would rule out this chicanery. IIRC Vettel did this very thing in 2012.

Whilst RB did do this in Abu Dhabi it was done in response to their own qualifying error. No teams have been doing this routinely, so it seems to a solution for a non-existent problem.
