Best news for Ferrari would have been that they'd signed him. Next best news would have been that he's retiring. Worst news would have been that he was re-signing with Red Bull as designer and TD.
So this is not the worst possible news for Ferrari, but it's not good either. It really depends to what extent he stays involved with the Red Bull F1 effort. They can't win a normal race at the moment because of the Renault engine, but mak no mistake, their chassis is extremely competitive. Possibly the class of the field. And I'm sure Dietrich is making it quite plain that the agreed season-long PU homologation can't stand, and Renault must be allowed to catch up and get reliability breaks, or he will take his toys away. He's already had Doktor Marko publicly demanding improvements to homologated items at Monaco. So they will catch up in time. But hopefully if Newey takes a back seat, the likes of Ferrari and Mercedes and Mclaren-Honda might be able to compete on aero in future.
It comes to something when a designer is so good that you can only beat him by giving him a massive horsepower deficit, and the other teams' long-term strategy is to try to sign him and, failing that, just wait for him to retire. But that's basically the situation.

Good news as a whole I guess for F1.
Allows some new blood and ideas in design etc. Everyone always kept an eye on what he was doing and tended to follow suit.
As for what he'll be doing is anyones guess. Maybe a RedBull Veyron or P1 killer ;-) Maybe he'll finally get his chance to get into boat racing properly..
I do agree.. F1 is going the direction of too restrictive to attract top talent. When the rules are more about what you can't do .. then freedom. I get walking away from the police state for such a tremendous designer.
