Well, a win was worth 175 points, 2nd place was worth 170. In addition, there were 5 bonus points for leading a lap, and another 5 for leading the most laps.
Lets say driver X won 33 races, but didn't lead the most laps in any of those races. For each race, he would collect 175 points for the win, and 5 for leading at least one lap (he had to lead the last lap to win). Total 180 points per race.
Driver Y finished second in all 33 of those race, and also led the most laps in all those races. he would collect 170 points for 2nd, 5 for leading at least one lap, and another 5 for leading the most laps. Total 180 points per race.
They go into the last race tied in points. Driver X has won 33 races, but only finishes 2nd. He led a lap, so he collects the 5 point bonus for a total of 175 points. Unfortunately for him, Driver Y won the race, (plus the 5 point bonus for leading a lap), for a total of 180 points.

Y: 6120 (1 win, 33 seconds)
Driver Y wins the title.
