Silverstone 2014 faster than Silverstone 2013?

I'm not sure I'm right but if you take off the amount of time lost due to the red flag and the slow safety car lap on lap 1 wasn't the 2014 Silverstone GP considerably faster than the 2013 silverstone GP.

 

Please correct me if I'm wrong.

Last year there were 2 safety car periods totaling 10 laps

Pole laps or fastest laps of the weekend were miles apart. Hamilton did a 1:28 or 1:29 last year, this year would've been 3 secs slower if it were bone dry

Perfect, thought there must've been something. Still, this years overall time includes a 13 minutes safety car period on top of the 1.01 hour stoppage. Must still be close, right?
