It's probably a bit to do with the team he's driving for but I've never seen Pagenaud do to the opposition what Power did at Milwaukee and St Pete, or what Dixon did at Mid-Ohio.

Montoya was the best oval driver in CART and after a hiatus in F1 went back to driving ovals from 2006 onwards. It shouldn't be that surprising!
I witnessed that so believe me I know.. However, you would think that after 14 years, other guys would have come through the ranks, just like in F1 we've seen the emergence of new talent like Vettel/Lewis/Nico/Ricciardo.
I don't see that happening in Indy.. Franchitti was the best up until last year and now Montoya, who beat Dario to the title in 99, comes back 14 years later and still beats the same guys that he beat back then - Castroneves, Kannan.. and these veterans continue to outperform the newcomers on ovals.. (Marco, RHR, Peagenaud, Briscoe, Hinchcliffe, Dixon, Rahal, Newgarden)
What this tells me is that the series is stagnant from a driver talent perspective.
