Is this banned? My understanding is that other than radio communication the only signals that can be sent are from the car to the pits and not in reverse, that two-way telemetry has been banned since the early 2000's at least, back when the teams were all designing and building their own ECU's, or at least in conjunction with a partner. I remember reading a sizable news story in Autosport, roughly in 2002, about it being expressly banned as Moseley saw it as a large step towards the cars literally driving themselves. I've heard nothing about this being brought in at all over the years, so has this changed?

It's banned. I think 2002 was the only year? And Coulthard was able to win Monaco despite a briefly smoking engine because the team could change something on the car(I'm going on old memories here).
Not sure why you couldn't do the same from the steering wheel but there you go.

8.5.1 Telemetry systems must operate at frequencies which have been approved by the FIA.
8.5.2 Pit to car telemetry is prohibited.

Casting my mind back to 2002 we had the very real prospect of a 'Driver 1b' kill switch in the 'Driver 1a' Ferrari, so yeah.
