I was told that it is a prototype.  The design was changed because of the cost of manufacture.  That's all I know, and would like to know more.

With the Manifold for two downdraught carburettors and the extra water take off's  this looks like a 1000cc F2 engines. The modification for the downdraught does look like Cosworth.

Cosworth introduced the MAE  ( Modified Anglia Engine ) in 1965, the year after F3 was introduced, but as a sidedraught. Cosworth never did a downdraught MAE. Lucas did the downdraughts later .

I think, but may stand corrected, that the 30 deg slant and down drought mods were part of the MAE conversion by Cosworth.
