Lewis initially thought Putin was one of those FIA dudes, he went to the table at the corner to get water. His back was still turned when Putin was asking how much weight they lose in the race (via the translator chick) and then Lewis came back and said hello to Putin.

Let's not ascribe to malice what might be explained by him removing his helmet. It's still somewhat dumb, but I'm sure nobody involved really cares.
Somewhat dumb to describe it as somewhat dumb after proposing the most plausible explanation. Unfortunately he did actually turn around and shake the hand of Vladolf a few seconds after that clip finished, so no snub.

Well, the others did notice. So in that sense I think it is a bit dumb, but just a bit, and certainly nothing to get too dramatic about.

It is well known he does not like Alonso. He said he would never drive for Ferrari with him.
The bad blood happened when Todt and Alonso had an agreement for Alonso to drive for Ferrari after minardi. Alonso agreed and then went with Flavio to Renault.
Todt (not most people) can forget those things.
