I'm not clear on either the cooling or the combustion chambers, both seemingly missing from the descriptions. And there naturally is the usual alt-engine sliding sealing stuff.

How does the valve? induction work?
The rest seems feasible but really reinventing the wheel.

So you bend the cylinder block around into a circle, replace the crank with a swash plate, rotate the block past the stationary cylinder head withs its ports and spak plugs and viola! a Duke. There was a radial concept along the same lines many years ago - proposed by an Aussie bloke. The Duke is more compact.

I'm also curious of how and how well the Duke engine seals the rotating cylinder "block" with the stationary head...

Interesting -- I saw the video going around the webz yesterday. There doesn't seem to be anything new here except a new social media marketing program. They do have an attractive video they so should be able to generate some web stories.
