Who does what? - Strategy group, F1 Commission & World Council?

I have been trying to get a clear picture on F1 governance for a while. Here's what I found so far. More knowledgeable forum members, feel free to add more color.

 

Net, rulemaking works this:

 

Majority vote at Strategy Group -> Goes to F1 Commission; passes at 70% vote -> Rubber stamped at World Council

 

Strategy Group:

  • 6 votes for FOM
  • 6 votes for FIA (chair)
  • 6 votes for 6 teams (5 teams guaranteed participation till 2020 (Ferrari, McLaren, Mercedes, Red Bull, Williams) + top team outside of top 4, for 2015, Force India)
  • Ferrari a right to veto

 

F1 Commission:

  • 1 vote each for team principals of all F1 teams
  • 1 vote for FOM (chair) and FIA each
  • 2 votes for Sponsors (Rolex & Phillip Morris)
  • 1 vote for suppliers each - Tyre (Pirelli), Engine (??)
  • 1 vote each for 8 race promoters (appointed by FOM - 4 from Europe, 4 from outside)

Formula One Commission shall be constituted in accordance with the Concorde Agreement (or any similar document which may replace it), which is the Charter for the Formula One World Championship

  • FIA President, the Deputy President for Sport, 7 Vice-Presidents, 14 titular members and 4 members by right.

I reality i think many more votes can be attributed to FOM, as Bernie probably has a stranglehold on many other players.

How could you suggest such a thing!
I'm sure all the circuit promoters are quite independent (what's that you say Mr Ecclestone, our FOM race contract is up for renewal soon! HOW much is the escalator this time round?)
Likewise the team principals are mostly independent, after all only about half the teams get 'special payments'

Dieter Rencken clarifies:

 

 

For clarity: the current governance structure demands that ALL rule changes for the following season be agreed by the Formula 1 Commission by a majority of 70 per cent and be ratified by the FIA's World Motorsport Council by June 30 (February 28 from 2015), or unanimity thereafter. The Strategy Group is allegedly only a forum that feeds the commission.
