I think banning wind tunnels and CFD would be an excellent idea. Create a new set of aerodynamic regulations for good measure.
Bring back the creativity, the napkin, imagination.
Without these fandangled engineering tools, it would force teams to put their thinking hats on and really stick to basic, fundamentals principles. Arithmetic, taking inspiration from nature etc
< no computers needed!
Relentless testing, simulation, verifiation blah blah blah.. It's a pain and all it does is increase costs. Brilliant engineering MINDS should be rewarded. Not who was the fanciest computer!!

I couldn't send you a massage but I have to write something, because liking your post doesn't reflect the way I feel about it! That's the one of the best I've read on this forum for some time and I fully agree with it! When I think about F1 it's something that bothers me the most. The fact, that the most influencial system of the car is a result of those kind of engineering.
I know, that I'm probably over-simplifying, but as it seems to me, aero developement in F1 is something like "OK, let's draw some splines, make a model and send it to CFD". I can't see there any proper engineering, like on mechanical parts of the car. (Strenght calculations are also made in CAD, but proper engineer could do them aswell by himself and knows how the results were created and how to change them.) Suspension design is the perfect example of how engineering should look like. (You're doing concious and well-thought compromises.)
Your idea would led to much simpler, neater aero designs. And that would be great! (Allowing ground-effect could provide us F1 we haven't had for long time).
