Man U, Liverpool and Chelsea don't get to decide the rules for football and give no votes on those rules to other teams.
Ronnie O'Sullivan doesn't get to make up new rules for snooker so that people can only be competitive with his brand of of snooker cue.

An insider blames the top 4 teams overpowering the Strategy Group and typical reaction occurs. It can't be that my beloved team is part of the problem, let's blame Bernie.

Similarly, the FA don't just throw historical bonuses at teams either or any of that nonsense. In fact the Premier League gives relegated teams parachute payments so they can fulfil their players contracts even though the prize money and TV money in the Championship is so much less. Imagine that, helping struggling teams instead of letting them go to the wall whilst the big teams get richer and richer.

It depends on how you look at it. The Premier League clubs did break away from the rest of the league and if you look at the gulf of money between the Premier League and the Championship you can see that some teams do over reach themselves trying to compete and ultimately fail (see Portsmouth). Likewise the Champions League is a result of the big teams getting together and forcing through rules for a new a competition that would pretty much guarantee them entry and a share of the riches there allowing themselves to get richer than their local competition.
Still at least the distribution of TV money in the Premier League is far fairer compared to in places like Spain where the clubs negotiate their own TV deals leading to Barcelona and Real Madrid being so far ahead of competition in revenues and the have nots living off scraps. Throw in a loyalty payment from the government (or buying a training ground at a hugely exorbitant rate) and I give you Real Ferrari...

same as Horner.
couple seasons ago williams was seen as a dying team on their way out of F1.
they took their lumps rebuilt their team, focused on supplementing their income and now are a viable operation that are very close to the top teams in performance.
so for every whiner there is a professional team getting their heads down and doing what needs to be done.
