It's an identification mark - for the second car in a team.
Once upon a time the first car ran red, but now that's up to the teams so they all tend to be black (colour of material).
The part in question is the camera housing.

IIRC they were originally allocated to team leader/second car by colour, but I thought that the differentiation was now just two colours and either colour could be on a driver's car?

The yellow painted roll bar camera is always on the "second" car.
Rosberg will have the yellow camera all season, as will Raikkonen, Kvyat and Bottas.
In previous season it was the car with the higher number, but now it is a choice by the teams.
