Slowest engine-powered racing series - FE School Series ?

Hi. Recently, I've came across a video broadcast of "FE School Series" Official website tells us that "ten teams made up of children from local schools will be provided with a kit to build their own mini electric race car, which will then compete in a special support race on the full-size Formula E track. It’s designed to help promote the subjects of sustainable engineering and technology amongst young people." Drivers are aged 11-16, and propably have no racing experience. Anyway, here is the video: https://youtu.be/JwWCGWPU9R4?t=4m45s  They are making about 3 minutes lap. FE is lapping this track a bit under 1 minute, and averages about 80 mph.  School Series racers make a lap three times longer, so they average 27 mph. Well these are figures similar to those from very early 20   century. So, my question is: Is this the slowest tarmac racing series since 1st world war?

Greenpower has been operating in the UK for many years and provides the same sort of racing. It may be 'slow' but the speeds are relative and the racing is intense. Also some of the most successful teams are all girls. Do a search for "Greenpower" and watch some of the You Tube footage.
