It's not a huge surprise.
Perez was touted as one of the drivers on the Renault list, but he obviously doesn't have faith in that project yet. Wise chice IMO to stay with FI.

As I read it now, Perez was going to replace Maldonado. Grosjean jumped ship meanwhile . . . Abiteboul said something about it being a pity that they (Renault) did not have a chance to talk to him. Though again, they couldn't really give him any guarantees.
It was interesting to read interview with Perez . . . apparently his sponsors do their deal first, and driver negotiations follow. So it's fairly obvious that the 'investors' could not get anything concrete to work with.
