Except Red Bull in 2009-13. They almost won in the first year (would have easily, but for the FIA's interpretation of diffuser regs), then won both championships for four years in a row.

The rules absolutely did not enforce the Red Bull dominance – they just understood aero better than the competition. The current rules absolutely enforce the dominance of the Mercedes powered cars (with works >>> customers).
