Make sure the OCCASIONAL spectator appreciates the difference between F1 and Indy Car. They look similar and the Indy Car is faster, but not quicker. Faster IS faster but not better, we try to explain to the uninitiated in order to generate interest. The reporters need to emphasize the advanced technology as it is the driving force of today's youth and the future of the sport. (Even the stretching of the rules is a fascinating study)
Hero worship has always been a part of F1. Historically drivers often had distinctive helmets and the cars were painted in national colors. Unlikely we will see that again, however, the driver's name should be on the car in large enough letters that they can be read by spectators at the track or viewing from home. F1 boasts some of the best creative minds in electronics so put them to work on a system that can only add to the spectacle. I think most of us struggle with the names of the back markers.
Professional drivers have expressed their interest in having more horsepower than they can use, to be able to spin the tires at the end of a straight etc. Racing is dangerous but less so today. Many of the serious accidents were freakish in nature and had nothing to do with power. Bring back 1000 to 1200 HP at 22000 RPM and the noise.
If cost is indeed a factor, eliminate the tire limitation/restriction/wearability/gradient/nontesting etc. nonsense and invite some competition. Take a close look at the most expensive parts of an F1 operation in order of cost and any fool could reduce the technology price with line item veto and cut the engineering and management salaries in half. (No one would quit).
