If the rules hadn't been changed, button would not have enough races left to pay off the penalties. Would that have meant he carried the grid penalties to next season? If he changed teams, would he have had the penalties with his new car or the driver in his previous car receive the penalties?

Do you mean the rules from last season? Penalties would only carry over 1 race so wouldn't have affected more than Brazil. (and even last year they gave out time penalties for the final race so nothing was carried over to this year)
Or do you mean the rules from this year that they changed mid-season which gave out time penalties to be taken in the race for any grid places that couldn't be taken. In that situation the worst he would have got was a stop and go penalty, so only the 1 race ruined and nothing carried over.

What's really stupid is that the FIA doesn't even weight them as if there were a magic 70 spaces behind him--if another driver had registered a penalty afterwards, they'd still be starting behind him, like what happened in Canada...

Well, he started last in Mexico. Even after Kimi Raikkonen changed his engine.
