They need the new parts to work.
Canal F1 showed the cars on turn 3 and the McLaren was very very late on power and even then they were losing the rear end a lot.
Mercedes was planted, Ferrari and RB very good too.

This answer is pretty telling for testing purposes (original below):
A: Greetings. We ran 116 with some interesting tests. The car is still immature. She has some parts that we still need to understand, we are just doing many tests just for that. Testing is very confusing, both regarding times and performance. Perhaps when we put new tires we have some crazy heights, or the car higher on the right side than the left, things like that for aerodynamic studies we do. When you like at times is difficult to analyze, there is still some performance to gain but I am happy with what I felt the first day.
R. Buenas. Entrenamos 116 vueltas con algunas pruebas interesantes. El coche todavÃa está inmaduro. Tiene algunas piezas que tenemos todavÃa que entender bien, estamos haciendo muchas pruebas justo para eso. Los tests son muy confusos, en cuanto a tiempos y prestaciones. A lo mejor cuando ponemos unos neumáticos nuevos, llevamos unas alturas totalmente locas, o el coche más alto del lado derecho que del izquierdo, cosas asà para estudios aerodinámicos que se hacen. Cuando se ven los tiempos es difÃcil de analizar, nos quedan prestaciones que conseguir pero estoy contento con lo que he sentido el primer dÃa.

and back to reality, renault claim they gained 0.5 sec over the winter, if so, then i can understand rb is optimistic, according to ricardo they will challenge williams for 3rd, that means mclaren has to beat torro rosso and FI to be in top 10, lets hope it will happen

Personally, I would assume with a qualifying trim as seen with Ferrari a few moments ago, our ultimate pace on the options should be somewhere in the higher 1:23 bracket. This would put as approximately 0.7 tenths down on Force India, who in my opinion are dark horses this year. Obviously, this is all based on assumptions and could be entirely incorrect.
I think a reasonable target is to be on the cusp of making the top 10 in qualifying trim, which at the moment looks very close. I am very curious to see what the set up was when Alonso did a 1:24.8 on the super softs. I hope a second improvement on the time is possible.

For me, I think one of the most positive signs that the Honda engine has improved is that they are bolting on wing angle - the monkey seat being ran is also a good sign as it shows that they feel they can afford the drag.

Was the first stint:
15:38 Alonso has spent the early part of what appears to be a race run in the 1m31-32s bracket. We haven't seen any times that slow from the Mercedes or Ferrari race stints, aside from a couple of Raikkonen laps in traffic and the final lap of Hamilton's short opening stint on softs when he appeared to lose the tyre performance. However, Alonso is completing his (heaviest) opening stint on mediums, whereas Mercedes and Ferrari started their 'races' with softs.
No idea why they are running that rear wing, it probably rapes the tyres as well on a stint

Not just fuel, wasn't it mentioned that they had the engine turned down as well. Plus it looks like tyre degradation might be particulalry bad which could also be down to the drivability of the software, which when you consider the new improvements is surely in its infancy.

Engine probably not at it's full power, no proper setup job done yet, new parts... Times are not good but at this point it doesn't mean that car is bad IMHO.
