It seems that there was early racing in Mexico City, with races being held at the Hipodromo de Peralvillo in the early 1900s, with Barney Oldfield taking a trip there in 1911. But where exactly was the venue? It seems that it is now an "Exhipodromo", but the online mapping services I have tried can't seem to locate it.
