Definately not a Spec Renault/spec Racer Ford from the US. They have changed engnes, but have only used one set of bodywork, the whole time. Also a center seater car.

I thought it looked like a European Hillclimb venue.

The car looks familiar - German/Austrian origins possibly?

from the size, the fact that both seats seem identical, and the guy is sig a really poor helmet, I guess at a corperate "thrill" ride car, but based on what, I don't know
