Looks like the site is down and no longer maintained, at least under any of the URLs mentioned here. There are other 'Program(me) Covers' sites but none I could see look relevant to the one you need.
You can however find the site via the Wayback Machine (Internet Archive). That has mirrors of this site stored between Nov 2002 and Dec 2005:

(Note: automatic Atlas F1 board parsing of the above URL when editing fails due to there being two http:/ entries in it and you have to manually fix it!)
Be patient as retrieval is often quite slow.
Since the Wayback machine usually stores all material older than 6 months since posted, one could guess that the site went down back in Dec 2005 or a little bit later.
The site itself shows "Latest update: June 16, 2005" from the Dec 2005 Wayback archive.
Google has a lousy partial cached copy somehow picked up in January this year (this is probably not a true date).
Of course, given the time and copyright permissions, someone could probably resurrect the site via the archive but it would take a loooooooooong time. I say that since I did this for someone but with a much smaller site than the one discussed here.
The Internet Archive is a great place to find old sites or previous versions of any site once you know about it!

Maintaining an accurate site is very, very time consuming if only a single non-paid individual is involved and there are no sponsors. :

But preserving a site as part of another site is not much more effort. That's why I'd be happy to 'babysit' this site until it's parent is able to take over again.
I've done it before (a FSV site) and it ensured valuable content wasn't lost forever.
