Electrolysis seems the obvious approach, at first sight, that's about 4% of the market. Efficiency is an eye watering 70% or so (better in lab experiments, worse in industrial). 

Economic efficiency? If you have a market and processes for all of the products (hydrogen, oxygen, chlorine, sludge containing sodium and potassium), hydrolysis might be viable.
