I still think Kvyat will have a seat in the Toro Rosso next year. But they need to give Gasly a taste and they can't exactly drop Sainz at this point considering he's the one scoring their points.

I also agree that Kvyat's been hard done by Red Bull, at least in terms of their approach to it from a people-management point of view, but he's gotten more than a second chance and not delivered. (Although I think aside from incident-prone, he's been unlucky too.)
From a similar 'what's good for a driver's health pov', you gotta wonder if they're really gonna re-instate him. This will surely be nothing more than another blow, won't it? Although it is at least one way to keep him from a race ban until he loses some penalty points in Austin...
The thing with Gasly is... If they were 100% sure of him, they'd have put him in for 2017 from the get-go. Or they could've done it during the summer break or at any time before or after.
To evaluate him now (if this rumour is true) like they are doing, by giving him actual races to do instead of just FP-outings, that to me just says that there's still doubt there. A weird double-sided argument, I know, but it just strikes me as odd that even a GP2 title, SF race wins and some FPs wouldn't be enough and that they're actually saying: we want to SEE you race in F1 first...
A final note on Kvyat: they need to work with that guy over the winter if they really are retaining him, 'cause if they don't realize this is just another thing that dents his confidence, they're kidding themselves.
Should he lose his seat, I'd like to see him get a real break from the RB program and maybe have a go at Force India or a team like that from 2019. He's got the speed, is young, yet experienced, I think here's a solid racing driver to be saved there.
