This thread may well die a quick death, if so then so be it. I was wondering if anyone knew (as I've never seen it written anywhere), how the FIA police the enforced shut down of the F1 teams during the summer break?

Of course, none of the big teams will have other sites working on the F1 project.
I am sure that not a single soul within for example the Mercedes Benz company will spare a single thought about anything remotely related to F1.
One thing is sure though: Everyone in France will be on holiday in August anyway

How do they enforce a testing ban as well while we're at it? It might be a bit more obvious, but go to some obscure track, paint your cars brown or something and no-one would suspect a thing!
