Their fear is that if other teams have found ways to get around spending limits but stay with the letter of the law, or are happy to overspend and just take sanctions on the chin, then they will be forced to change ~~tact~~ tack.

I doubt it's a typo, more and more I see tact instead of tack. Clearly not sailors.
