I highly doubt teams use rivals' pace as a target. Every team wants to make their car go as fast as possible. In my opinion, the purpose of masking your speed is you do not want to alarm your rivals, forcing them to put in extra man hours at the windtunnel in search of solutions. If they think your pace is nothing to be alarmed about, chances are they'd go about doing their own thing and working according to their schedule. But if they see that you're 1 sec quicker, they would probably have the designers work extra shifts to find the deficit. As designing and windtunnel testing goes, the more time you put into it, the greater the chance of you coming up with potential speed.
That's exactly what I meant.
