Good question. One would think that they will be more evolutions than revolutions.

RBR might have so much money to burn that they design a new one from scratch, Ferrari/McLaren could evolve if they don't see the need for big changes (front suspension). But it would be great for someone like James Allen to do a piece on this.

i read an Adrian Newey quote about how busy things are and he mentioned they have three teams working one on the current car, one on 2013 and one on 2014.. cant recall where it was. that of course does not mean they will be new cars from scratch (maybe the 2014 since regs are changing i believe)

Some teams could even use the 2012 parts for the 2013 car as well. I remember reading something like this on the crash struckture/survival cell. Of course this is already something that defines the rest of the car to some extent.

Could a top team go this way?

I am not sure what everyone else will do, but Mercedes has to do probably little bit of both, as I suspect they root cause this year issue, and my assumption is that they could not change the car during a season to have it fixed. Car length might change, and who knows what else.

I seem to remember in an interview with Horner in F1 Magazine where he said that he's sad because the RB7 is now obsolete and not a single part from it is carried over to the RB8, which is being designed from scratch.

Good question. New car does not necessarily means more costly, but still it is a good question.
I think STR would go for a completely new car. I do think that they will beat Williams, Force India and Lotus at least at the beginning of the season, if they do not produce new chassis that solves the prob encounter in 2012.
Most probably top three team will opt to sort out problems that they have encounter during 2012 in its mechanical as well as aero. Byt it is rather unlikely that they will ditch all datas accumulated during 2012. Changes on nose section makes a lot of influence on the rest of the car.
I predict Ferrari to NOT to produce new car, but to up grade therefore failing to win WDC.
I think RBR will smooth-en the rear end and therefore changing lots of rear ends.

My hunch is next year will be a continuation of this year, except Williams making there car work better and introduce fully functioning Coanda exhaust (remember, they're the only team not to run it in 2012).

RB will perfect there coanda too. i'll not be surprised if they pursue DDRS like lotusF1

Merc will struggle at the beginning with new chasis to sort out teething problems with odd flashes of speed. what'll happen mid-season?? we'll need to see.

Sauber and Torro-rosso will be locked in a fire fight, sauber will probably lose out that battle at the end of the season.

Marussia will cathch up to Caterham.

Mclaren ... well they've practically made a new car for the last 5 seasons, but next year might be atleast 50% continuation IMO

nop, lotus style passive stalling is OK somehow, it was clarified during this season and in abu dhabu YDT, ferrar/RB/Merc and Lotus tried it. it's gonna be interesting to see if (and when) FIA bans it, those whiny old hags hates anything remotely innovative in F1

yep cause it was taking resource away from other vital areas such as coanda exhaust. but they've gathered data during YDT and hopes to make it work during winter testing. with the ability to use DRS as wish during qualy next season gone, this may turn out to be a must have for good lap times next year.

ferrari and merc wasn't even attending the abu dhabi one, let alone ferrari trying the DRD. teams which I recall trying it: lotus/merc in FPs, lous/red bull/sauber in the abu dhabi YDT. there was also something weird going on between the STR's rear and beam wing, but that looked more like a monkey seat on steroids than a DRD.

The philosophy has remained the same, but they have all been very different cars. You couldn't rip off the blown diffuser of the 2011 car and expect it to have been competitive for this year as the downforce balance would have been all over the place.

I imagine Newey designs the whole car from scratch so that all parts work with that new idea he's bound to have thought of for 2013.
