It is not OK for a driver to break the rules. It is perfectly OK for a driver who did not break the rule, to complain about one who did. This isn't kindergarten hide and seek, this is a multimillion dollar business.
yeah but it is okay to protest in the heat of the moment if you saw things differently... in the end the decision is with the stewards... but complaining about it, who cares?

Who cares indeed. I fail to see how anything can be established here other than 'your driver whines more than my driver on the radio'. How many times have drivers complained to Charlie about racing incidents? I can't recall any.
The teams generally do the actual reporting to Charlie, sometimes at the driver's behest and other times at their own initiative. Occassionally Charlie is on the channel and can interact with a driver directly (i.e., Monza), but I would imagine that is rare.
The point is, I am against the penalty seeking for what amount to race incidents. Moreso when it is decided post race and we must sit 3 hours awaiting a result. As for general complaining into the radio by drivers - I couldn't care less.

But it's for the stewards to decide what is and isn't a race incident. It isn't for the driver who is doing the complaining to decide.

Indeed, considering how arsey I get if I'm cut up on the motorway, I'm impressed with how calm they seem to be in general.So like every other racing driver.

To those suggesting drivers shouldn't be 'grassing' on other drivers infractions, if you had a radio in your car that let you speak to traffic cops and a camera recording everything that happened in front of you, would you never use it whenever anyone cut you up or pulled out in front of you? I know I wouldn't just shrug it off and ignore it.

no probs with drivers complaining for a penalty on the radio (they are part of a team of hundreds spending hundreds of millions - it's their job to do so really!) and even less of a problem with a driver complaining about being penalised.
Same here. If you think someone is breaking the rules in front of you it´s perfectly normal to tell it. I would be furious if an asshat started weaving too much to avoid a pass, and I would certainly make an effort to stop that happening. Same if I get a penalty I don´t think I deserved. Perfectly ok.
At least vettel seems to keep his complaining in the car during the heat of the moment and doesn't drag it out in the media afterwards so much.

He's definitely been very successful in promoting that image.
To gain that image you don´t need promotion, you need a long career of fair and flawless wheel to wheel. Button hasn´t ever talked about himself being a very clean racer, WE came to that conclussion watching him race over the years.
It´s not as if he was constantly putting himself in a good light like Lewis or Alonso.
