Every year teams spend $100's of millions to make the fastest car. It is believed they generally add 1-2 seconds during a season and 1-2 seconds during the winter. Pirelli now also said that the 2010 car they have available is 5 seconds a lap slower than the current cars. So where have those 5 seconds disappeared to? Since laptimes the last years stayed the same or even decreased. I can't believe it's solely the tyres, 'cause the Pirelli's weren't over 5 seconds slower than the bridgestones and they have made their tyres softer and faster (over a single lap)every year.
Where did those 5 seconds go?

I think the rate of development has slowed down as cars are approaching the development ceiling of the current regs. Secondly, I a lot of time went with the removal of DDD. Thirdly, the tyres mean the drivers can't really drive flat out, even during qualifying.
Maybe wouldn't account for all 5 seconds, but there's some of it in those three points
