bernie(brabham team boss then) said that other constructors and team bosses approached and told him that we don't mind you running the car and but all other cars will follow and it will be crazy so he (bernie) went to his technical director and told him that the constructors assocciation is more important than winning the championship that year so they ditched it . So as I understand it was more like a gentlemen agreement rather than it being illegal
Imagine that situation happened nowadays . no way would any team give away such an advantage and a sure method to clinch the championship .

There were two problems Bernie faced; one, other teams would have caught up anyway, and with things like the Cosworth engine being better than the Alfa Romeos the Brabhams had a title was not guaranteed; two, further protests would have followed. And the FIA might have decided that, as Brabham didn't run the fans with the bottom of the car blocked off, the primary function was indeed aerodynamic, making them illegal.

There are several threads over there about the 46B like http://forums.autosp...w...6654&hl=fan, http://forums.autosp...w...5461&hl=fan and http://forums.autosp...w...5461&hl=fanYou'll probably get a faster response on the Nostalgia Forum..
Most of them point also at the informative 8W article http://8w.forix.com/fancar.html

The Cosworth DFV is another good example of an advantage being given away, Chapman allowing the engine to be made available to other teams.

Could some nice mod move this to Nostalgia Forum? Actually, we all know that is the only place with enough knowledge to answer this apparently simple question, don't we?

The other teams gave him an ultimatum and said he could keep either FOCA or the fan car. He chose to keep FOCA.
Correct. But finally, I believe just before or after the following Grand Prix, the FIA banned the fan-car too.

didn't they claim it was legal due to the fact, that fan was made for cooling purposes, and increased ten times aero was just a side effect (Correct. But finally, I believe just before or after the following Grand Prix, the FIA banned the fan-car too.
