I still don't get why the graphics look several years out of date.

Big publishers like Codemasters are mainly working for the console-crowd, and the Microsoft Xbox 360 and Sony Playstaion 3 are, by computing standards, fairly ancient. You'll see some improvement in these games once developers start specifically developing for the new Xbox One and Playstation 4, though even these don't really measure up to a current mid to high-end desktop/gaming PC. If you want to see graphics that push the limits, you'll have to look at PC games like Project CARS or Assetto Corsa.

The Codemasters F1 series is primarily made for the consoles, so a controller is usually quite adequate. You can probably get an Xbox 360 controller - or the newer Xbox One controller - for around €40 or so. There are numerous websites describing how you can (could? - double check to be sure) use this with an Apple laptop. Logitech and some other companies also make controllers that should come with Apple support straight from the manufacturer.

When you start looking at wheels you'll have to consider what your budget will allow you go buy. The Logitech wheels are often mentioned as a decent wheel for a decent price. The latest Logitech G29 wheel does cost around €300, though - so it's quite a different category of toys than a controller. I'm not too sure how well this would work with a laptop - unless you're hooking it up on a large television screen.
