Needless to say his participation was non-existent but I wonder how his name ever got onto a form that went to registration for the event. Was the driver choice uncertain at the time the form was filled out and Foyt's name, perhaps without his permission, was used just to fill a box that would be more realistically assigned later? Was this a flight of fancy from a Goodyear representative? Was there ever actually a conversation with Foyt about doing the event?

1964 US Grand Prix, entered by Owens Racing Organization, to race a BRM P61 - Did not show.
1964 Mexico Grand Prix, entered by Owens Racing Organization, to race a BRM P61 - Did not show.
1967 Belgium Grand Prix, entered by Anglo American Racers, to race an Eagle T1G - I think he was a forfeit as was racing in another race not sure if another race at Spa or somewhere else.

I think this has been discussed previously so it might be worth a search to see what turns up.
You should do that then.

Boy, I would have love to have seen AJ Foyt driving a full season (or more) in Formula One. I am sure he would have been competitive, he was very talented
One of the greatest natural talents ever in my opinion. Certainly among a very few who could move easily from one type of racing to another and be competitive, if not dominant.
