Perhaps you should follow LMP?

 

I don't disagree with everything on your list but item 7. is plain stupid (Brake discs 30% smaller front and rear to make braking distances longer).

Disc material and size does not affect braking distance. Hard tyres will do it.

I think this year's F1 has been the best I have seen for a long time - despite the seemingly ridiculous engine regulations etc.

I agree as well, the races I've seen this season have been pretty entertaining, maybe better even than most what we see in our rose tinted nostalgia rearview of our individual "golden eras".

Most braking events are traction rather than braking torque limited, so in a real sense limiting braking torques will result in driver skill being less frequently called for rather than more. And let's not forget braking efficiency can be extremely safety critical, I'd hate to see someone hurt because they couldn't stop or slow in time because we've deliberately made their brakes crappy to entertain the audience.

My biggest problem with the F1 rulebook is its size and the secrecy of most of that in the form of mountainous off-the-record clarifications. The Tech Regs are really just begging to be rewritten from a clean sheet. Well written regulations are never verbose accretions that drone on and on for thousands of pages. The regs should really be written to fit on a single spaced A4 sheet, it's really quite possible to do and still get the job done but it would require some slightly heterodox thinking and the ability of someone to think and write in a concise and clearheaded way. In real life this could probably only be done by a very small autonomous group of people with few external restraints, but in real life politics intervenes against any such outcome.

Jupp. But the easiest would be to lower the weight limit. Fat gets cut out then. Fuel economy and speed would be maintained or better.
