I believe there is different suspension component providers. But don't think they've ever be team specific. It is mostly like GP2 and everything below F1. You buy the car and that's what you get. I know in the past with the last generation car, teams like Penske had developed some aero components of their own (like the more streamlined mirrors), but I think with the current car, there hasn't been time to go beyond learning the chassis and it's finer points.
The engines might be leased out, but I believe it is much like F1 where you can tune engine mapping and

Generally everything you can see is from Dallara(though you can run different aero add-ons and stuff at your own decision) but the dampers are very open and that's where the R&D($$$$) is.

The teams do work with the engine manufacturers on developing the engines (testing is more frequent and higher mileage than F1 is permitted), and some in-season engine updates do occur.

A lot of effort is put into developing various race strategies for tire use, or fuel consumption. Some drivers come up with their own plans, like Power punting Pag out of the way not long ago.
