The label, in the area that is visible, appears to say STONE. They are probably not Simpson boots. These were worn almost exclusively by drivers who came out of the sprint car area of racing.

Both Gilles Villeneuve and Janet Guthrie used to wear boots with the same wide, wrap-around fastening at the top. I think they are the same as well.
