Ferrari makes more sense no? as they are running the Ferrari PU and gearbox?
Manor have a technical partnership with McLaren - and Honda desperately need another team running their PU's. So he could be there to facilitate that.
Alternatively, Genii may be asking for silly money for Enstone, and Renault have decided to buy out the Manor F1 operation instead....... with Bob facilitating that.

NONE of the top teams are running old "less than optimal" equipment... ever notice that most of them have established computer partners, themselves??It appears likely that Renault is buying Manor. Infrastructure wise there are deficiencies but technological leaps means that many of the so called established teams have less than optimal equipment. Eg 3D printing etc.

I think that a lot of the inhouse manufacturing equipment that f1 teams have requires a substantial investment. Its not like the small teams can afford to upgrade to the latest and greatest every year. If Renault bought Enstone they would have to replace tons of stuff. In some ways it's probably better to pay around 5-10 million for an entry and invest in the best available technology from the outset.
