what does the phrase - parc ferme - mean?

It is Parc Fermé

In French "Parc" means "Parking area",
or more recently it could mean a Park (like the Sceau or Montsouris one) which means a green area with gardens trees woods etc. that is not completely controlled but far from a wild vegetation.

"Fermé" simply means "closed".

So literally, it probably means: the "closed parking area".
Which makes sense because this is where the cars are parked, and this is a prohibited area.

you are dead right.. except I find it unlikely that the word was used to describe a parking area for cars before it was used to describe a 'park'.. perhaps the wrong way round?;)
