So McLaren are bringing upgrades at every race. Mobil1 are already 50% through their 2016 dev programme, but Honda have yet to bring anything significant to the table.
Oh I do hope it's worth the wait.

Yeah, 20hp or so out of 750 was considered 'equality' so 30 out of 1000 should be roughly no difference.
On that basis, 60 out of 950 is twice nothing, which is nothing
But seriously, a tenth always equalled 10hp give or take (usually a bit less than a tenth was accepted currency). And that was before power inflation.
Anyone got any idea why 10hp now is said to be worth twice what it would have been previously?
1. The cars weight was 605 kg now is 705 kg, because of the bigger weight now the cars need more time to reach the point where drag will nullify the power, so the effect of power in laptime is increased.
2. They could use 160 kg fuel per race with refueling now it is 100 kg all at the beginning of the race.
The increased power means more fuel economy equal to less weight in the car from the beginning of te race.
So it used to be 10 hp = 0.1 sec now it is 10 hp = 0.14 sec
All in all I think it is correct

That's good news still I guess. Anything that increases the efficiency of the PU will be beneficial over the whole race.
Less fuel save, more time on gas pedal, more positive effect snowballing.

Would be interesting if they updated the turbine or the compressor.
Anyway, the big upgrade with the rumoured changes regarding combustion chamber will come after or just before sommer break.
Thing is:
Both drivers will need another engine before Spa. A lot of power tracks in the upcoming races.
1 PU penalty is realistic.

Although a change to the turbo would be expected to deliver a boost to power, Motorsport.com understands that the revisions to the design are actually aimed at improving the harvesting efficiency of the powerunit.
So despite it not bringing an ultimate lift in power, such a change would allow Button and Alonso to have more energy deployment over a lap - which should deliver a decent improvement in lap time.
I supposes with only 2 tokens it is for turbine. More harvesting for MGUH is more energy deployment in the lap. Like motorsport said in the article, they could get improvement in lap time. IF you harvest more energy you can put 160hp more time in lap extra. So you need less power from ICE or atleast gain some lap time. THe MGUH maybe is with some reliability reinforced. With more volume from turbine, the mguh will work for more time, controlling the heat up, insulination, refrigeration ... it is important.
I hope they can fight with toro rosso, FI and Williams very dificult in this circuit.

You can say more boost in long runs.
Maybe also the combination of the systems (TC-ICE-ERS) work better together now and the ICE is losing less power.

Just to mention how precious those gains (Hopefully) would be.
Assumption:
0.1 from Mobil1 and 0.1 from turbo upgrade could bring 11 seconds of an advantage over the whole race distance. It is good. Hopefully it won't be disappointing in terms of reliability because Canadian GP is tough on powerunits.
