How will the 'balance of performance' rules on the new engines work?

This seems like an impossibility, to take into account the torque curve, power output, length of time they can use peak ERS, fuel saving over a lap etc to get the engines within 1-2% as was proposed.

 

How are the FIA planning on enforcing this? Are they going to limit the power output of the best engines? They can't exactly make the lesser engines perform better. 

Also how are they going to stop the teams just looking for new engine based performance measures, such as shrinking the cooling right down to give aerodynamic benefits?

 

Who will enforce this?

Diminishing return. It's assumed that after the end of the token system the other engine manufacturers that will have freedom to scratch what's not working and follow Mercedes' development threads, achieving fast evolution. Mercedes, being nearest to the optimal solution, should see slower power gains.

 

Oh, and none of this is enforceable. The idea here is to unfreeze the established advantage. It could just as well backfire and Mercede run even further.

Additional to that what saudoso said they will also standardize a few things which will bring all the engines closer together.

They should standardize fuel. F1 ice development really looses road relevance if only special fuel can be used in these engine. Besides, Special fuel just adds additional dimensions to the problem of finding best combustion chamber/fuel/oil combination.
