I mean the pad / bolster that is mounted around the inner cockpit; that the driver removes in order to get into / out of the car.

It's cockpit padding foam. Surrounded by a thin layer of carbon fibre.

 

I have seem them named something like 'cockpit head surround construction'

"Horse collar" is the term people use. I think "cockpit surround" is the formal name.

As demanded within the rules the padding must be Confor foam.  This foam is relatively soft when touched, but when subject to a severe blow the foam hardens to absorb the load and is then slow to bounce back. This characteristic protects the driver from both the initial blow and any whiplash response.

Well... in theory I suppose you could mount a roll bar to it. For decoration. As long as nobody breathed on it. Or looked at it funny.

It's called "cockpit padding". It's covered in section 14.6 of the FIA F1 technical regulations..

I suspect short for roll-over bar; covering one in CONFOR would reduce the likelihood of braining oneself, somewhat. I suspect the CONFOR would need to be skinned with something, even just some thin Alcantara or something, just to retain its structure.

FIA says the cockpit pad needs to be covered with 60gsm aramid.
