Knowing a bit about both Windsors and Clevos there is some obvious questions. How did they manage a 4.080 bore. Those things strike water at 040. And why use the 4V heads? They have no low speed airflow. The engine will be a thing with very wheezy bottom end. The Aussie 302 2V head is a better thing. probably better and more driveable power to 6000rpm.
The 3V heads are basically a modified 2V [in alloy] and the smaller port ones make 600hp on a Clevo. On unleaded!
The Aussie 302s have been around since 71 and have a smaller chamber than a closed chamber 4V with ports that have some velocity,, not just HUGE holes!

What kind of hp do you think it makes at 3k 4k? remember it is a V12 now.. it got plenty of grunt from that extra volume. As for the heads it could be manufacturing issue. Some water canal or something being bang in the middle of the cut.

Going by the power numbers the old lump of 427 should make more power and be lighter as well. And the FE engine is a heavy lump and so are those Cleveland heads.
I suspect as an endurance engine too the engine length may cause problems. Cam will be a problem and possibly the crank as well for breaking. A 24 lobe cam is huge, 16 lobe ones break too often with decent profiles and springs to suit.
A good, different hotrod engine with decent power but not super practical
