FIA - Manufacturers' commission

Former French Prime Minister and presidential election candidate (and brother of the ACO President Pierre) François Fillon  has been appointed head of Manufacturers' commission of the FIA. 

One of the tasks will be to renegociate the Concorde agreements beyond 2021.

Rumours are that Todt himself called Fillon to offer him the job, and would like him to be his successor as FIA President.

What exactly is that Manufacturers' commission? The dedicated page on the FIA website is empty.

Isn't there a risk conflict of interest in appointing the ACO President's brother for this kind of negociation? Let alone with the long political career Fillon has behind him (for example, he was famously invited over by Montezemolo on holiday and offered to drive a Ferrari at Fiorano - the men are friends).

Not really heard from the Manufacturers Commission since it was set up back in 2008, which is not surprising since the manufacturers are already represented on the WMSC so one wasn't ever needed in the first place.
