You could probably find an equivalent German driver who was born in region that now belongs to Poland ...
Hans Stuck Sr. Born in Warsaw of German parents (who were of Swiss descent). At the time it was part of the Russian Empire. At various points Stuck raced using German and - in the late 1940s when there were restrictions on German drivers - an Austrian licence (even though he was living in Germany).

I assume that is Gilles and Jacques (the younger) in 1 & 2. Other than Stroll, there was George Eaton & Allen Berg although arguably young Lance has already eclipsed them.
There was also the legendary Al Pease, the slowest driver of all times (arguably).

I think trying to pinpoint nationalities based on birthplace is a bit like clutching at straws. Like the Keke Rosberg case mentioned earlier.
You could be born in a foreign country just because your parents happened to stay there at that moment. Doesn't tell anything about your nationality though.

OP didn't specify that we are talking nationality or licence nationality. Suggesting that Nico is the best driver from Finland and Keke the best from Sweden is flippant I admit, but that door was left open.

Doesn't Nico have dual nationality? I think he actually can qualify for Finland, even if officially has to choose one flag for which to race, and that's Germany.

Sorry but I know a worse one.... Bernie Ecclestone
Attempted to take part of Monaco 1958, obviously failed to qualify. The polesitter had a 113 kph average speed, Bernie could only manage 31
And at least Al Pease did well in another competition

Nico did race under Finnish nationality for a time in his early racing career.

But he was not entered for the race, and was not trying to qualify. He merely took the car out for a practice run. Bernie was a much better racing driver than your interpretation would suggest.

Wasnt he? Or was just an excuse for being sunday driver slow? Surely no point in doing that in qualy session then? Why not just in free practice ?

It was a lot less rigid back then. To give one example Stirling Moss had a go in a Scarab in 1959 as a favour to the US team. Was about six seconds faster than Daigh. But there was no question of Moss trying to qualify.

The guy does not know the language, has never lived in Finland and most importantly has himself said that he feels himself as a German. The only thing linking Nico to Finland is his passport.
