Over the last couple of years teams were trying out blown wheel nuts for aero purposes so I was wondering if: 

 

a) it's possible to use the energy(airflow) from the tyre(brake disc) and redirect it or whether their is some FIA technical regulation regarding this ?

b) if teams all have their own individual aero teams with their own ideas and solutions why do the cars all look the same ?

 

Sorry if I can't be more specific since I don't come from an engineering/aero background

All sorts of things have been banned in tyre/brake area. If you are thinking of kind of a fan that is banned too.

The umbrella term is movable aerodynamic device, which are banned. This has been widely misapplied such as in the Renault mass damper case.
