Hasn't stopped half the new circuits added to the calendar in recent years. Plus I don't think that's what they meant.
In all seriousness, it's not like they couldn't build grandstands should they be awarded a race. We're just imagining how these things might work.
Indycar is racing at the Thermal Club this year. That's exactly an equivalent situation.

Interestingly Melbourne had a heat dome this weekend meaning it was pushing 40c. Had the race been on then, it would have been a tough one.Moving on, this article is mostly about 2025 Australian GP's season opening's slot impact on V8 Supercars calendar, but there are some F1 speculation bits in it also:

A further consideration, though, is what happens to the Japan and Chinese Grands Prix, which will this year be held on the weekends of Sunday, April 7 and April 21, respectively. Both would likely be displaced due to the later Ramadan, and China typically has a fortnight clearance leading in to allow time for freight to pass customs in the People's Republic. Either or both of Japan and/or China would thus presumably also be moved ahead of the Bahrain-Saudi Arabia double-header, given the need to cram 24 events into a calendar year, which pushes Australia into the earlier weekends of March; Sunday 2, 9, or 16.

I just don't want them to have an excuse to turn it into a bloody night race.
There's been talk about it on and off again for over a decade (and again last year). Thankfully nothing's ever materialized, we can only pray for this to continue

It is the kind of circuit, not the exact circuit, so ofcourse there will be more grandstands. And if anything, grandstands are easy to erect. Zandvoort only has one actual grandstand, the roofed part of the grandstand at the main straight. But erects many more every year to accomodate all the fans. The slow stadium part? Thats all temporary. So that should be of no issue at all.
I wouldn't. I would love to see tracks that make good racing possible.
Let me ask you this; smack this circuit somewhere in a hilly forest in North America or Europe and keeping the elevation changes. Add in some grandstands and imagine that there is plenty of space for all the motorhomes and such. Also imagine that travelling to and from the circuit would be a breeze. Would it make for a circuit where you would go to? Would it then host the possibility of good racing? Because the layout is quite intriguing. Good racing can be done there.

It should be noted is very unseasonable to have such heat in early March there, but it is more likely the earlier in the month the race happens.

But that's exactly one of the major problems that climate change causes. Unrpredictable weather. Meaning it could result in very high temperatures during a time when that is normally not the case, it could also cause unpredictable cold weather. Because climate changes causes streams (both in the aire and in the oceans) to shift and change. That can cause strange things like 40 degrees in March in Australia. But these 'unseasonable temperatures' are going to occur more and more frequently, so they won't be unseasonable anymore in the future.
