F1 Engine Rules, how is it policed ?

Hello , does anybody know  the basic rules for F1 engines this year 

Keep reading about 3 engines/ 7 races per engine as a rule , but cant see any detail on how it is policed 

 

are the engines sealed somehow ?  

are components marked with a serial number/barcode , which is on record somewhere ?

are the engines allowed to be stripped down and inspected between races ?

is some limited servicing of the engine allowed ?

can the engines be swapped between different cars ?

if the engine got damaged in a crash and had to be changed would this still attract a penalty ?

are there random visits to engine manufacturers to check nothing naughty going on ?

Interesting question. The only thing I know is that there's no such thing as a 7 races per engine rule, all there is is 3 engines per season (a little more complicated as "power units" are broken down into various components and all come in a limited number as per the rules but not always 3 per season I guess - that is the limit for the internal combustion engine).

 

They can use an engine at the first few races, then bring a new one, then use the old one again later in the season and so on (they probably use older engines at less demanding tracks). But since they cannot upgrade an engine that has already been used they tend to make the engine last as long as they can before they bring the upgrade... unless the upgrade is ready and will improve performance right away!

 

I'm sure they're allowed to change some components "for free" but honestly I have no idea how exactly the controls are implemented. I'd be very interested to know the answer.

Have you read the tech and sporting regs? I think it's all explained there.

Can the engines be swapped between cars?


Article 23.3a 2018 Sporting Regulations
Unless he drives for more than one team (see 23.3© below), and subject to the additions described below, each driver may use no more than 3 engines (ICE), 3 motor generator units-heat (MGU-H), 3 turbochargers (TC), 2 energy stores (ES), 2 control electronics (CE) and 2 motor generator units-kinetic (MGU-K) during a Championship season.


Article 23.3d 2018 Sporting Regulations
After consultation with the relevant power unit supplier the FIA will attach seals to each of the relevant components within the power unit prior to them being used for the first time at an Event in order to ensure that no significant moving parts can be rebuilt or replaced.
Within two hours of the end of the post-race parc fermé exhaust blanking plates (with one 10mm diameter inspection hole per cylinder) and further seals will be applied to all used power unit components in order to ensure that they cannot be run or dismantled between Events.
Upon request to the FIA these additional seals will be removed after the start of initial scrutineering at the next Event at which the power units are required. All such power units must remain within the team’s designated garage area when not fitted to a car and may not be started at any time during an Event other than when fitted to a car eligible to participate in the Event.

e) If any of the FIA seals are damaged or removed from the relevant components within the power unit after they have been used for the first time those parts may not be used again unless they were removed under FIA supervision.

the rules quoted seem quite good, cant see any loopholes

Isn’t there some components they are allowed to change for free? I seem to recall there was a list of things they could replace with the ICE/PU for free?
