Bridgestone did this even before they entered F-1. I remember they had Brands Hatch flooded and Damon Hill tested the tires in the Arrows.

Oh and just to post whore a little bit...
Ferrari I believe had some sort of sprinkler system installed at Fiorano very recently has has performaed a few simulated test sessions in such conditions. For them itws as easy as turning a few valves.
