I'm pretty sure your PC is powerful enough for this:

It was tons of fun in 90s, don't know how well it has aged or how easy it's to get a modern wheel or joystick to work with it, especially since you probably have to run it through DosBox.

I occasionally run Indycar Racing II on DosBox. It's not going to be taxing on your hardware in any way, though getting a controller other than the keyboard to work might be a problem. I just have the occasional 15 minute session if I'm a bit bored.
The last fully licensed "modern" Indycar games* were the Indycar Series and Indycar Series 2005 games developed by Brain in a Jar and published by Codemasters.

This may run on your older PC if you can get hold of it. I don't think I've ever played a game that captures the speed and tension of oval racing in Indycars as well as these do, with ultra detailed car setup options (full tutorial by Dan Wheldon included), but it is rather old and out of date. The 2005 update is mainly a graphical update on the same game engine, and the games are based on the 2002 and 2003 all oval IRL seasons respectively. Still, both have all the tracks and a full 26 or so car grid and only resort to fictitious drivers to make up the numbers for the 500. I can't recommend them enough.
In recent years the licensing has tended towards content in more generic sims and games. So iRacing, Project Cars 2 and Forza 7 are your options. If you're stuck with a PS4, then HP's suggestion of PCars 2 is probably your best bet.
*Brain in a Jar later produced the apparently very underrated Indianapolis 500: Evolution, which spans the decade from 1961 to 1971. I've never played it, was an XB360 game and from what I've seen it's great fun.
