In terms of Lenght / Surface area ratio, AVUS has to be the top, it's (it was) pretty much literally two very long roads side by side, just can't beat that
Which permanent circuits take up the smallest area?

True, but at the risk of splitting a hair, it wasn't a permanent circuit.

Thats right
So I'd guess https://en.wikipedia.../wiki/Norisring
and https://en.wikipedia...ki/Salzburgring
as permanent circuits
In current F1, i'd bet Suzuka. In fact IIRC it was designed as a big challenging track but still with maximizing land area in mind. Japanese always had this land area scarcity problem. Motegi also looks like being designed very "packed" together to save area.

Zandvoort probably now since they build bungalows / vacation houses on part of the old track
similar situation at Kyalami
